Well you should aways leave comments on a blog, but i think only if you have interest on that particular topic. Trust me, blog owners want you to comment on their blog, it let's them know your interested.
But When should you leave a comment? What if it has no comments? What if it already has 30 comments?
The answer to all of these questions is just comment, if you have something say, and like the subject, go ahead and comment.
So basically all i'm trying to tell you is, always comment if you like the subject and have got something interesting to say.

Yea, as a blogger I love the feeling when I get a comment. It is the best feeling ever, know tht someone like your work.
And the free link back to your site makes commenting worth it.
I wish there was a U drop, I follow and comment badge. That would be really helpful.
